This page contains information about the Iseti foundation, its history and purpose.

ISETI is a small organization that positions itself as a hub in a network of public and private participants involved in maintaining and improving the safety and security of our society. Although the field of Public Safety and Security is a large and very divers field in terms of potential threats, management and monitoring processes and number of organizations involved, ISETI works over the full scope of this field. We focus however on complex and inherently multi-stakeholder problems that cannot be solved by a simple technique or single organization. Together with people that feel responsible for solving a problem and experts from various professional and scientific disciplines, a problem is studied from every possible angle.

The structured S2TEP[1] approach helps to reveal answers on a number of important aspects: where do things go wrong? Where can things be improved? Do we have to change the tasks or the roles or other aspects of the way that we work? How do we handle dilemmas such as safety versus privacy? How can technology contribute to the solution and what technology is the most appropriate?

Based on this analysis, several scenarios are developed in which the problem is manifest and by using these scenarios in a specially developed simulation game, possible solutions are generated and evaluated in a virtual environment. The result is a shared concept for a solution in multiple dimensions.

The effects of this interactive process that was developed by ISETI are often surprising, but always of high quality: they stimulate improved interaction and collaboration, drive innovation of regulatory systems, integrate new and existing technology and respect even conflicting values. The solutions that are the result are suitable for implementation in the real world. Additionally, the virtual environment and VR techniques that are employed offer excellent possibilities for training and incident evaluations.

An important partner of ISETI is the TXchange in Enschede (NL) that has developed the generic Effect Based Solution process on which the S2TEP process that ISETI uses in the domain of Public Safety and Security, is based.
